Other Democratic lawmakers have joined a colleague in staying at the Texas Capitol rather than accept around-the-clock police escorts meant to prevent them from blocking a vote on a Republican plan for redrawing congressional districts.

Democratic Texas State Rep. Nicole Collier returned to the Capitol on Monday but says she remains locked inside the building because she wouldn't sign a permission slip to be under escort by the Texas Department of Public Safety.

Rep. Nicole Collier overnight stay stemmed from Republicans in the Texas House requiring returning Democrats to sign what the Democrats called "permission slips," agreeing to around-the-clock surveillance by state Department of Public Safety officers to leave the floor.
