The Autodesk Raster Design 2014 captures design information from scanned drawings and raster images and converts them into AutoCAD DWG files.

Autodesk’s new software release today provides users with seven new specialized toolsets for increased productivity and better design.

It used the raster drawings as an underlay then utilized Autodesk Raster Design to convert the raster images into vectors and then clean up the drawings.
